Countywide Bituminous Mill & Overlay Project

The Ramsey County Board of Commissioners authorized a $10 wheelage tax, beginning this year, for all vehicles registered in Ramsey County.  The County anticipates that the wheelage tax will generate $3.8 million which will go directly to the resurfacing of roadways.  The following projects are a result of the wheelage tax for the 2014 construction season.  The projects include removal and replacement of concrete pedestrian ramps, spot repairs of curb and gutter, and milling and overlaying the top surface of the roadway.

 

Ramsey County in cooperation with the Cities of Arden Hills, Shoreview, Roseville, St. Paul, Maplewood, St. Anthony Village, Vadnias Heights, and Little Canada is planning the bituminous mill and overlay of several concrete County roadways in the construction season of 2014. (MAP)  The following segments of roadway are proposed to be mill and overlayed:

  • Warner Road (CSAH 36) [End of concrete to 680’ east of TH # 61] - Roadway Completion  July 2014
  • Jackson Street (CSAH 55) [Acker Street to Maryland Avenue] - Completion  August  2014
  • Lexington Avenue (CSAH 51) [University Avenue to Orchard Avenue] - Completion  August  2014
  • Marshall Avenue (CSAH 35) [Snelling Avenue to Lexington Avenue] - Completion  September  2014
  • Edgecombe Road  (CSAH 46) [T. H. 5 to St. Paul Road] - Completion  September  2014
  • Dale Street (CSAH 53) [Arlington Street to Larpenteur Avenue] - Completion September 2014
  • Hodgson Road (CSAH 49) [North Birch Lane to County Road I] - Completion September 2014
  • White Bear Avenue (CSAH 65) [Cope to 11th Street] - Start Date August 2014 - November 2014
  • County Road B2 (CSAH 78) [Cleveland Avenue to Fairview Avenue] - Completion October  2014
  • County Road C (CSAH 23) [Rice Street to Little Canada Road] - Completion September 2014
  • County Road C (CSAH 23) [Highway 88 to Long Lake Road] - Completion October 2014 
  • Labore  Road  (CSAH 108) [I694 to County Road E] - Completion October 2014
  • Johnson Parkway  (CSAH 64) [Minnehaha Avenue to Phalen Blvd.] - Start Date August 2014 - October 2014
  • Hodgson Road (CSAH 49) [County Road I to County Road J] - Completion September 2014
  • Hamline Avenue (CSAH 50) [Floral Drive to CSAH 96] - Colmpletion August 2014

The contractor, Bituminous Roadways, is scheduled to start construction July 2014.  Motorists should expect that each of the sixteen roadway segments will have lane restrictions and turning movement restrictions during the work on the specific intersections.  The County will provide project updates regarding the specific project and phase of the project posted on our website.  The dates provided for each of the phases are subject to weather delays.

 

The Contractor anticipates having the roadway construction completed by November 2014.

 ** 10/16/2014 Bituminous Update **

 

Warner Road, Jackson Street, Hodgson Road [South Birch Lane to County Road J], Marshall Avenue, Edgecombe Avenue, County Road C (CSAH 23) [Rice Street to Little Canada Road], Dale Street, County Road B2, Labore Road,  and Lexington Avenue are paved and striped. The traffic control has been taken down for the mill and overlay portion of the project.

  • Larpenteur Avenue- The traffic signal work at Jackson is in progress. It is scheduled for milling in October  2014.
  • White Bear  Avenue- The traffic signal work at Cope is in progress.  It is scheduled for milling in October  2014.
  • County Road C (CSAH 23) [Highway 88 to Long Lake Road] - It is scheduled for striping  on October 17, 2014.

**10/16/2014 Concrete Rehabilitation Update**

Larpenteur Avenue - Ti Zack is installing pedestrian ramps at Fernwood.

Parkway Drive - is completed.

County Highway 96 is a roadway that is in overall great condition with some minor deterioration.  While in the corridor the County is repairing deteriorated concrete crosswalks and minor pavement distresses from US Highway 10 to I-35E.  The colored concrete cross walks have been rapidly deteriorating over the past couple of years.  The crosswalks are being replaced with regular colored concrete.  Addressing minor pavement distresses at this time will prevent larger distresses from occurring in the near future.

White Bear Avenue from US 61 to County Road F – Interstate is sawing and sealing the roadway. Traffic has been moved to the inside lanes. Warning Lites has signs and striping to install.  The mail service has been moved to temporary mailboxes.

Maryland and Payne Avenue Project

Ramsey County, in cooperation with the City of St. Paul, is planning the reconstruction of Maryland Avenue from Greenbrier Street to Edgerton Street.  The purpose of the project is to add left turn lanes on Maryland Avenue at Payne Avenue. This project will widen the roadway and includes new traffic signal system to allow for protected left turns (green turn arrow) at Payne Avenue intersection. Sidewalks will be reconstructed to meet Americans with Disability Act standards.   Ramsey County has bid the project and is planned for construction to start the week of July 14, 2014. The Project has four distinct phases:

Phase I will consist of removing buildings along the corridor, installing temporary water mains for properties and businesses between Edgerton and Greenbrier Street. Utility relocations by Xcel Energy and Century Link will occur during this phase. Limited daily lane closures are necessary for this phase of the project. This phase is scheduled to start July 14, 2014 to July 28, 2014.

Phase II will include closing of the roadway from Edgerton Street to Payne Avenue to install new water main and storm sewer, repair the existing sanitary sewer, and excavate and construct the roadway with bituminous and concrete curb and gutter between those blocks. The existing signals at the intersection of Payne Avenue will be removed. This phase is estimated to start July 28, 2014 to August 31, 2014.

Phase III will include closing the intersection of Payne Avenue and Maryland Avenue to reconstruct the intersection and install utilities throughout the intersection. This phase is scheduled to start August 5, 2014.

Phase IV will include closing the roadway from Payne Avenue to Greenbrier Street to install new water main and storm sewer, repair the existing sanitary sewer, and excavate and construct the roadway with bituminous and concrete curb and gutter between those blocks. This phase is estimated to begin September 1, 2014 to October 6, 2014.

Once all of the curb and gutter is placed and two layers of bituminous pavement is installed, the County will close the entire section of the project to put a final bituminous pavement layer down to complete the project.

** 8/1/2014 Maryland and Payne Avenue Project Update **

The progress on Maryland and Payne Avenue is proceeding as planned.  Currently a new water main is being installed.  In addition, sanitary sewer services are being replaced along the corridor.  Due to the complexities in the intersection of Maryland and Payne Avenue the contractor will be moving up the closure date of the Maryland Ave and Payne Avenue Intersection.  This closure is necessary in order to replace existing utilities within the intersection.  This closure is scheduled to begin on August 5, 2014.  Work in the intersection will include water main and storm sewer replacement, communication cable replacement/repair, installation of new gas mains, excavation of the roadway and construction of the intersection and signal system. 

A detour will be provided to the motoring public thru the area.  The detour route will utilize Hawthorne Street during the closure.  In addition, motorists should utilize Edgerton Street as a detour for the north/south route.

Warner Road Bridge Reconstruction Project

Ramsey County, in cooperation with the City of St. Paul, is reconstructing the eastbound Warner Road Bridge over Childs Road with grade separated trail crossing at both the east and west end of the bridge. View PROJECT LAYOUT. Construction is underway and is planned to last 2 years with completion in October 2015. Traffic will remain shifted to the westbound bridge to allow for one lane of traffic in each direction for the duration of the project. The trail will be closed over Warner Bridge as well. A trail detour is in place that routes users through downtown St Paul and Indian Mounds Park. Centerville Road Resurfacing Project

Ramsey County maintenance staff will be conducting a roadway resurfacing project on Centerville Road from County Road H2 to County Road J in North Oaks/White Bear Township. This project will consist of the milling and combining of the roadway surface and base(reclamation), removal of excess material to accommodate new bituminous surface, roadway grading, and paving of a new roadway surface.  This work is anticipated to start on June 18, 2014, and be completed the week of July 7, 2014 (weather permitting).  During this work, the roadway will be closed to through traffic. (CLICK HERE FOR DETOUR MAP) Localized traffic will be directed through the work zone and access will be maintained to all residents and businesses during construction.

Anticipated project schedule:
• Milling and combining of bituminous pavement and base – June 18 - June 19
• Grading of roadway and removal of excess material – June 23 – June 27
• Bituminous paving – week of June 30 and July 7th
• Pavement markings - week of July 14th

Buffalo Street Resurfacing Project

Ramsey County maintenance staff will be conducting a roadway resurfacing project on Buffalo Street from US Highway 61 to Portland Avenue in White Bear Lake. This project will consist of the milling and combining of the roadway surface and base (reclamation), removal of excess material to accommodate new bituminous surface, roadway grading, and paving of a new roadway surface.  This work is anticipated to start on August 11, 2014 and completed the week of August 18, 2014. During this work, the roadway will be closed to through traffic. Localized traffic will be directed through the work zone and access will be maintained to all residents and businesses during construction.

Motorists are encouraged to use the posted detour route and any alternate accesses during construction.

This project will consist of the milling and combining of the roadway surface and base (reclamation), removal of excess material to accommodate new bituminous surface, roadway grading, and paving of a new roadway surface. Ditch regarding and culvert repair work will also be conducted prior to roadway paving. This work is anticipated to start on July 21, 2014 and be completed the week of August 4, 2014.  During this work the roadway will be closed to through traffic. Localized traffic will be directed through the work zone and access will be maintained to all residents and businesses during construction.

Highway 96/US 10 Grade Separation

Ramsey County, the Minnesota Department of Transportation, the City of Arden Hills and surrounding communities have been working on a solution for the Highway 96/US Highway 10 intersection for several years. The construction contract with Shafer Contracting is being administered by MnDOT. Construction is underway and scheduled to be complete in July 2014.  CLICK HERE to view a layout of this project.
