Highway 96/US 10 Grade Separation
Ramsey County, the Minnesota Department of Transportation, the City of Arden Hills and surrounding communities have been working on a solution for the Highway 96/US Highway 10 intersection for several years. The construction contract with Shafer Contracting is being administered by MnDOT. Construction is underway and scheduled to be complete in November 2013. CLICK HERE to view a layout of this project.

A noise wall is proposed for the north side of Highway 96 along the Arden Manor Mobile Home Park. CLICK HERE for more information regarding the noise wall analysis and design.
Maryland Avenue and Arkwright Street Reconstruction
Ramsey County, in cooperation with the City of St. Paul, is planning the reconstruction of Maryland Avenue from Westminster Street to 125 ft east of Clark Street. The purpose of the project is to add left turn lanes on Maryland Avenue at Arkwright Street. This project will widen the roadway and includes new traffic signal system to allow for protected left turns (green turn arrow) at Arkwright intersection. Sidewalks will be reconstructed to meet Americans with Disability Act standards. Ramsey County is currently designing the project and construction is planned for the summer of 2013.

Ramsey County and the City of St. Paul are currently out for bid on the Maryland Avenue and Arkwright Street reconstruction project. Bids are scheduled to be taken on July 10, 2013. It is anticipated that the project will begin in August of 2013 and be completed in October of 2013. The proposed project will be constructed in 3 phases. PHASING MAP
During phase I, Maryland Avenue will be completely closed for 3 weeks and constructed from the eastside of Westminster Street to Arkwright Street. Traffic will be detoured. Eastbound Maryland Avenue traffic will detour to Westminster Street to Rose Avenue to Arkwright Street. Westbound Maryland Avenue traffic will detour Arkwright Street to Hawthorne Avenue to Westminster Street. The intersection of Arkwright Street and Maryland Avenue to the east will remain open to traffic. The intersection of Arkwright and Maryland Avenue will have a three way stop condition without traffic signals. DETOUR MAP
Phase II shall be completed within 3 weeks. During phase II, Maryland Avenue will be completely closed and constructed from Arkwright Street to the east side of Clark Street. Traffic will be detoured. Eastbound Maryland Avenue traffic will detour to Arkwright Street to Rose Avenue to Desoto Street. Westbound Maryland Avenue is detoured to Desoto Street to Brainerd Avenue to Arkwright Street. The intersection of Maryland Avenue and Arkwright Street and Maryland Avenue to the west of Arkwright Street will be open to traffic.
Phase III of the Maryland Avenue construction project will begin on October 21 and is anticipated to be closed for 1 ½ weeks, weather permitting. It is necessary to close Maryland Avenue from Westminster Street to Desoto Street for this work. The activities during this closure include construction of the intersection at Arkwright Street, storm sewer, removal of old gas main, signal installation, and bituminous paving between Arkwright Street and Clark Street. Westbound Maryland Avenue is detoured to Desoto to Brainerd Avenue to Arkwright Street to Hawthorne Avenue to Westminster Street.
