Public health nurses assess individuals to determine eligibility for the Personal Care Assistance (PCA) Program (see program description below).
Individuals assessed are:
- Ramsey County Residents
- Eligible for Medical Assistance (MA)
- Diagnosed with a physical, emotional or mental disability, a chronic illness or an injury

The Personal Care Assistance Program provides services to persons who need help with day-to-day activities to allow them be more independent in their own home and communities. A PCA is an individual who is trained to help persons with some basic daily routines. A PCA may be able to help you if you have a physical, emotional or mental disability, a chronic illness or an injury.
