Register to Vote in Ramsey County


To vote, Ramsey County residents must be:

  • U.S. citizen
  • at least 18 years of age
  • resident of Minnesota for at least 20 days
  • resident of the precinct on Election Day

If you are not already registered to vote, you can register at your polling place on Election Day.  You need to register at your polling place if you have:

  • never voted in Minnesota
  • not voted in the past four years
  • changed your name since last voting
  • changed your address since last voting

Registering Before Election Day

You may register to vote in person or by mail at the Ramsey County Elections office or at any city or town hall in Ramsey County. You can download a copy of the voter registration application here. The deadline for pre-registration is July 20 for the state primary and October 12 for the state general election.

Registering On Election Day At Your Polling Place

You can also register at your polling place on Election Day. You must show the election judges ONE of the following documents:

  1. Valid Minnesota driver’s license, learner’s permit or Minnesota ID card (or a receipt for any of these documents) that includes your current address.

  2. College Students may use a: 
    • Current student fee statement containing your current address and a photo identification card. 
    • Current student ID card including your photo (if your college has provided a student housing list to Ramsey County Elections).
    • Current student ID card including your photo with an original utility bill.

  3. Oath of a registered voter in the precinct who can vouch for your residence in the precinct. Employees of nursing homes, shelters and certain other residential facilities may also vouch for the persons who reside there.

  4. Prior registration at another address in your precinct.

  5. Notice of late registration mailed to you by Ramsey County Elections.

  6. Tribal identification card containing your name, signature, address, and photo.


    OR

  7. ONE document from EACH of the following two groups:

    1. Photo IDs - must contain your name and photo
      • Minnesota driver’s license or identification card with a previous address
      • Minnesota ID card 
      • U.S. passport
      • U.S. military ID card
      • Tribal ID with your signature
      • Student ID card from a Minnesota college

    2. Original Utility Bills - must include your name and current address and have a due date of 30 days prior or after the election date 
      • Gas
      • Telephone
      • Satellite or Cable TV
      • Internet Provider 
      • Water
      • Electric
      • Cell Phone
      • Sewer or Solid Waste Services
      • Itemized rent statement that includes utility expenses
      • Current student fee statement for the current semester or quarter that includes your address is also acceptable

Find Your Polling Place

Voters who need an updated Minnesota Driver's License or Minnesota ID Card in order to register, may obtain one at the following locations on Election Day during normal business hours:

Midway Exam Station, 1472 University Ave, St Paul

Sears, 425 Rice St, St Paul

Maplewood City Hall, 1830 E. County Rd B

Roseville License Center, 2737 Lexington Ave N

White Bear Lake City Hall, 4701 Highway 61

Arden Hills Exam Station, County Rd I & 35W

 

All voter registration applications are subject to verification.  Registrants who have not yet voted in a federal election and who register by mail may be required to show an identification document before voting if their identity cannot be verified by Ramsey County Elections prior to Election Day.
