Ramsey Conservation District History  (RCD Brochure)

The Ramsey Conservation District (RCD) was created by Ramsey County citizen petition in 1973. The RCD was the last of the State’s 90 soil and water conservation districts to be created.  Soil & Water Conservation Districts (SWCD) are special purpose local units of government established to assist citizens as stewards of our land and water resources. Since our inception, we have assisted both public and private land owners prevent soil erosion, repair denuded landscape, protect groundwater, stabilize lake and stream shorelines, protect wetlands, protect the quality of our surface waters from the damaging effects of urban stormwater runoff, and protect open space and wildlife habitat. The RCD cannot tax to generate operational funding nor do we have the authority to regulate.

To carry-out our environmental stewardship mission, the RCD is assisted by the Ramsey County Board and their departments, several State agencies, the USDA Natural Resource Conservation Service, and local units of government. We receive our funding in the form of grants from State agencies, professional services contracts with local governments, and both financial and in-kind services from the Ramsey County Board of Commissioners.  Without the support of our partners, a county-wide program for natural resource conservation would not exist.

Services provided to the citizens of Ramsey County:

  • Erosion and sediment control permit inspections
  • Natural resource database development/management and geographic information system application
  • MN Wetland Conservation Act enforcement and administration
  • Shoreline and stream bank erosion control technical assistance
  • Cost-share assistance for landowners installing conservation practices
  • Watershed analysis 
  • Precipitation monitoring network
  • Landowner technical assistance to solve drainage and  soil erosion problems 
  • Environmental ombudsman

The RCD partners with the following agencies in accomplishing services:  USDA Natural Resource Conservation Service, MN Board of Water and Soil Resources, MN DNR, Ramsey County Board of Commissioners and their departments, Rice Creek Watershed District, Vadnais Lake Area Watershed Management Organization. Grass Lake Water Management Organization, Capitol Region Watershed District, Ramsey-Washington Metro Watershed District, Valley Branch Watershed District and the cities of: Roseville, Arden Hills, Shoreview.
